In order to carry out spirits in Shanghai Municipal Implementing Advice in Drive Enterprise Safety Production Standardization in Shanghai, Implementing Advice in Conducting Safety Production Standardization among Industry and Trading Enterprises in Shanghai issued by Shanghai Municipal Bureau of Safety Supervision, and Implementing Advice in Conducting Safety Production Standardization among INESA, from March 27th to March 28th, INESA conducted training for self-staff on enterprise safety production standardization, in which around 70 people responsible for safety production from each industrial group, key subsidiaries, advance team in pilot units for carry and try and units for safety production standardization attended the training. Four experts from Municipal Promotion Office for Safety Production Standardization were invited to provide systematic training in standardized construction documents, interpretation of laws and regulations, basic requirements of safety production standardization for industry and trade enterprises.
Jiang Songtao from INESA gave a speech in the training. He pointed out that first, we need to strengthen leadership and be specific about responsible people. All industry groups should promote safety production standardization construction in strict accordance with requirements, step by step establish and improve promote teams for safety production in enterprises, of which enterprise’ main responsible person as group leader, and person responsible for security as vice leader. Such teams should formulate and submit work plans to fully promote and guarantee the realization of safety work goals from 2013 to 2015 in their respective industry groups, in which aspects such as organization structure, safety investment, rules and regulations, education and training, equipment, facilities, site management, check and elimination of hidden perils, control of major hazards, occupational health, emergency management, accident report and processing, performance evaluation should be considered, evaluated strictly according to criteria and analyzed one by one in order to guide the shaping and perfecting of safety production standardization construction implementation plan in each unit, clearly identify work requirements for each department. Thus a strict implementing of two responsibilities for one position can be realized, ensuring safety production standardization is carried out by all people, in all aspects and throughout working process. Second, we must strictly follow standards and correct ourselves. Jiang hoped that industry groups and pilot units participated in the training seize this learning opportunity, remembered requirements raised by the meeting and come back to respective units and organized effective activities. By strictly following requirements and analyzing standards including 13 primary elements, 42 secondary elements, 194 enterprise standard requirements, each department and each person is aware of respective responsibilities and deadlines and thus ensuring 5 points, i.e. Measures, responsibilities, money, time limit and plans, for self-assessment, self-correction and checking and elimination of hidden perils are all in place. Therefore, we can ensure that this year’s work of first pilot, first try can reach its goals, and conduct summary and communication of reaching goals in first pilot, first try work, laying a good foundation for fully promote such work next year. Third, we need to have priorities and conduct strict appraisal. It is hoped that people responsible for safety production from various industry groups and pilot units present study hard, attach importance to self-evaluation and communication of reaching goals, ensuring organized advancing of safety production standardization in INESA and a basically stable and under controlled situation of safety production in INESA.
Safety production standardization construction is a mandatory safety measure required by law, guided by policies, led by enterprises, and promoted by government as well as a specific measure for enterprise to realize safety production responsibility, implement safety production law, abide by Shanghai municipal laws and regulations of safety production, and safety technology standards. Meeting safety production standards has been included by government in the Twelfth National Five-year Plan for Safety Production and as an performance index in annual assessment of municipal governments and enterprises. Meeting safety production standards is also related to enterprise benefits and honors including project examination and approval, procurement and bidding, insurance rate, financing loans, credit rating, modern enterprise management evaluation, role model selection, application of corporate listing, additional issuance, running for rewards and honorary titles, rewards and punishment assessment, and coping with accidents. According to enterprise safety production standardization principles of overall planning, step-by-step implementation, with priorities, type-different guidance, leading examples, comprehensive advancement, legally-binding, policy-guiding, enterprise-led and driven by government, by the end of 2012, INESA, after comprehensively summarizing how three pilot units meet safety production standards, selected operating units with an annual sales revenue over 20 million to carry out meeting safety production standards. Work of meeting such standards will be advanced and completed in above units before the end of 2013 and similar work of meeting overall safety production standards in units with a sales revenue not exceeding 20 million will be promoted and realized before the end of 2015.
